Earl Picard

  • Earl Picard is a native of New Orleans, Louisiana and lives in Atlanta. He holds B.A., M.A., and Ph. D degrees in Political Science. Picard served on faculties of Political Science at Atlanta University (now Clark Atlanta University) and Prairie View University where he taught Comparative Politics with a focus on Developing Countries and Sub Saharan African. Later he served as a development practitioner where for more than 25 years he implemented funded human resources development projects in several countries including Zimbabwe, multiple countries in Francophone Africa, Nepal, Egypt and South Africa. In 2000 Picard joined the Georgia State University as a Senior Research Associate and Director of Strategic Planning and Development in the Office of International Initiatives. He retired in 2014.
