Sam Berger

    Sam Berger is a senior fellow on the Federal Fiscal Policy team at the Center on Budget and Policy Priorities. Prior to his work at CBPP, Sam served as associate administrator of the Office of Information and Regulatory Affairs in the Office of Management and Budget (OMB) and as director of Strategic Operations and Policy for the White House Covid-19 Response Team. Before that, Sam was vice president for democracy and government reform at the Center for American Progress. Previously, Sam served as a senior policy adviser at the White House Domestic Policy Council, where his work focused on the Affordable Care Act and Medicaid. Sam also worked at the Office of Management and Budget (OMB) in various other roles, including senior counselor and policy adviser, where his work focused on a variety of legal and policy issues, such as the government shutdown, sequestration, executive orders, and presidential memoranda. Sam is a graduate of Swarthmore College and received his J.D. from Yale Law School.
